Students must satisfactorily complete all requirements in order to pass the course. The standard of the students’ performance shall be based on the demonstration of their attitude and personal fitness for the curricular programs chosen through each semester as well as upon the result of their examination.

The MCC reserves the right, after due process, to cancel the enrollment of any student who is found to be unsuited for his / her chosen course and to require the withdrawal of any subject when in its judgment, his / her behaviors is detrimental to the interests of the College.

Passing the entrance test and formal interview shall be required for students seeking admission in any degree programs. They shall also be required to submit the regular admission documents such as Form 138 (Report Card), Certificate of Transfer Credential, Certificate of Good Moral Character, etc.

Any students whose scholastic performance in class in any course is below passing shall be subject to the following rules:

1. Dismissal
1.1 Students who fail in more than 50% of the units taken in any semester will be dropped from the roll of the school and refused admission. This rule does not apply to students who are already in the last semester of their program.

1.2 Students on probation who again fail or obtain an INC mark in any course in the second successive semester shall be dropped from the roll and refused admission.

2. Probation
Student who fall I 50% of the units they are taking in any semester shall be placed on probation. Their registration in the following semester shall be reduced by at least on three – unit course to be selected by the Dean unless they are candidates for graduation.

3. Warning
Students who fail in one or more courses but whose cases do not come under the rules of probation or dismissal will be warned.

The students general conduct and behavior shall likewise be taken into account in imposing the foregoing sanctions on scholastic delinquency.

A student is generally classified as a freshman if he / she has earned 36 units of credit; as a sophomore if he / she has earned 72 units; as junior if he / she has with 144 units; thereafter, he / she is classified as a senior student.

Special students are those are not entitled to receive official credit for the work which they desire or have taken, either because they have not satisfied the preliminary requirements for admission for the course or subject, or because they have not applied for such admission during the regular period of enrollment.

1. No students may permit to carry a semestral load more than the number of units of prescribed in the approved curriculum. In exceptional cases, however, students may carry extra load upon the recommendation of the College Registrar and approval of the Dean. This special consideration is granted particularly to graduating students.

2. The maximum load for the summer is 9 units unless approved by School officials.

3. Course load and sequence of courses shall be in accordance with the approved curriculum. Reasonable exception may be permitted in individual cases taking into account the best interest of the students, the objectives of the curriculum and the mission of the College.

4. As a general rule, a student shall not be permitted to take any advanced courses unless he / she satisfactorily pass the prerequisite courses.

5. A graduating student may be permitted an additional course load provided the student has good academic performance, has incurred no failures and the courses are non – prerequisites. Courses taken again due to failure maybe taken together with the written permission from his / her parents / guardians.

6. A student who fails in one major subject may enroll in the general education subjects while waiting for the offering of the subject in which he / she has failed. This is to deload and provide him / her with enough time to study.

Pursuant to Section 12 of Republic Act No. 9163, otherwise known as the National Service Training Program (NSTP), all incoming freshmen students, male and female, starting Academic Year (AY) 2002 – 2003, enrolled in any baccalaureate and in at least two (2) year technical – vocational or associate programs, are required to complete one (1) NSTP component of their choice, as a graduation requirement.

1. The NSTP shall have the following components that the student can chose from:

A. Reserve Officers Training Service (LTS) – refers to the program component designed to provide military training to tertiary level students in order to motivate, train, organize and mobilized them for national defense preparedness.

B. Literacy Training Service (LTS) – refers to the program component designed to train students to teach literacy and numeracy skills to school children, out – of –school youths and other segments of society in need of their services.

C. Civic Welfare Training Services (CWTS) – refers to the program component or activities contributing to the general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and moral of the citizenry and other social welfare services.

In Mandaue City College, CWTS is offered because it is relevant to the vision – mission of the College.

2. DECS Order No. 58, s.1990. “Guidelines and Standards for Collegiate Service Physical Education Program” provides that beginning School Year 1991 – 1992, each Physical Education course is given two (2) units of semestral credit, which should be included in the summation of the total semestral load.

As a general policy, no college student shall enroll in more than one (1) Physical Education course in one semester or summer term.

A student is free to select his / her major and minor subjects based upon the prospectus of his / her course. After said major and minor subjects have been decided upon the student cannot change the same without the approval of his / her Dean. Since the number of units varies with department, the students should, in all cases confer immediately with the heard of his / her department.

1. A student must be punctual. Tardiness on three different occasions shall be considered one (1) absence.

2. A student must be regular in class attendance. Absences are checked by all teachers and periodically reported to their respective school deans / department heads.

3. A student who incurs absences totaling 20 percent or more of the class periods in a semester will be dropped from the rolls. Absences, however, due to sickness or other legitimate reasons will be excused. The student, however, will have to present a medical certificate duly signed after which the student must present the same to his respective instructors on the basis of which he will be permitted to attend classes and be given make up work or assignments to be done for the lessons missed.

4. Time lost by reason of late enrollment will be considered as time lost by absence.

There are four major examinations (preliminary, midterm, semi – final, and final) every semester and two examinations (midterm and final) in the summer term. The student is required to present his / her examination permit validated by the accounting office to the instructor or proctor to be able to take every examination.

If the student is not able to take any major examination on schedule, he / she is subject to take the special examination scheduled by the Dean. Dates for those examinations are posted on the bulletin board.

Instructors are given one week to correct the preliminary examinations, two weeks to correct the midterm examinations and one week to correct the semi-final examinations after which examination papers should be returned to the students.

The corrected final examination papers are not returned to the students but submitted to the Dean together with the final grade sheets within two weeks after the scheduled examination.

1. Computing Grades
There shall be four grading periods (preliminary, midterm, semi- final and final) every semester but only two ratings (midterm and final are computed using the averaging method. This means that midterm rating is computed by taking the average of the preliminary and midterm grades and the final rating is computed by taking the average of the semi – final and final grades. The final average rating is computed by taking the average of the semi – final grades computed up to the second decimal point. The final general average at the end of the term is the average of the midterm and the final ratings.

Computing the Midterm Rating (MTR)
Grade for the first grading period (preliminary exam) – 85%
Grade for the second grading period (midterm exam) – 78%
MTR = 85 + 78 = 163 / 2 = 81.5

Computing the Final Rating (FR)
Grade for the 3rd grading period (semi – final exam) – 82%
Grade for the 4th grading period (final exam) – 84%
FR = 82+84 = 166 / 2 = 83

Computing the Final General Average (FGA)
Midterm Rating (MTR) – 81.5
Final Rating (FR) – 83
FGA = 81.5+83 = 164.5 / 2 = 82.25 or 82

A. Entrance Scholarship
1.1 Scholarship for high school graduates as College freshmen are as follows:
For Valedictorian – full free tuition free for one academic year
For Salutatorian – half free tuition fee for one academic year

Valedictorians and Salutatorians shall continue to enjoy the aforementioned scholarships in the Second Semester (and Summer term if the curriculum requires it) provided they do not have any failure in the first semester (or second semester for curriculum that requires a summer term). Furthermore, they shall have enrolled in not less than 18 units in the first semester or second semester.

1.2 Honorable Mention Graduates are entitled to the following tuition fee discounts for one semester only:
First Honorable Mention – 35%
Second Honorable Mention – 30%
Third Honorable Mention – 25%
Fourth Honorable Mention – 20%
Fifth Honorable Mention – 15%

In the computation of the general weighted grade average, PE and NSTP are included.
1. A failure in any subject (including PE and NSTP) disqualifies a student from the aforementioned scholarship.

2. The foregoing scholarships must be applied for, subject to the approval of the MCC Board of Trustees upon the recommendation of the College Administrator.

3. Good moral character and exemplary conduct are as important criteria for scholarship as academic achievement.

In addition to other reasons, any official sanction or penalty imposed on a student after a full investigation is conducted disqualifies a candidate for scholarship.

4. Cases which are doubtful as to any of the Academic Council for recommendation.

For students graduating with honor from the two – year course, the corresponding English equivalent shall be:
– With Highest Honors
– With High Honors
– With Honors

A candidate for graduation honor must have no falling mark in any subject in the entire curriculum program taken in MCC or in other government recognized higher education institutions.

In addition to frees scholarship granted to the student obtaining high scholastic average grades, the following prizes and medals will be awarded upon graduation:
1. MCC Gold Medal is given to the Summa Cum Laude graduating student.

2. MCC Silver Medal is given to the Magna Cum Laude graduating student.

3. MCC Bronze Medal is given to the Cum Laude graduating student.

4. MCC Medal for Leadership is awarded to a student or students who have outstanding leadership during the academic year, viz, representing the school in national, regional or city council, leadership in campus politics and club, societies, athletic group, and other organizations.

5. MCC Loyalty Award is awarded to the graduating students who have shown unusual act of loyalty, viz, studying continuously in MCC, protecting the good name of the student body and the College with solicitation or thought of reward.

6. Dean’s Scholarship Medal is a yearly gold medal offered by the Dean to the highest ranking graduate in his/her school.

All students enrolled in Mandaue City College who are given College fee privileges not based on a academic excellence are non-academic scholars and fine are considered grantees. These include working students, strivers, faculty dependents, brother and sister, government official/ employees, physically handicapped students, drum and bugle member. Dance troupe, artists and athletes. Availability of grants on these categories is dependent in the need of Mandaue City College.

Qualifications: Student intending to become non-academic scholars are grantees must apply for the said scholarship within the prescribed period and must have:
1. Passing marks in all subjects taken for one semester,

2. Competence,

3. Good moral character,

4. Preferably first on second year student who need financial assistance.

Privileges: Grantees shall enjoy free-all scholarship (free tuition, matriculation and other fees) until graduation from chosen program.

Grounds for Cancellation of Grant
1. Incompetence or inefficiency

2. Absenteeism and tardiness

3. Discourtesy and unbecoming

4. Disloyalty to the College, such as giving out confidential information, test question, school record, etc.

5. Abandonment of duty

6. Infraction of student Code of Conduct

7. Sickness that debilitates the grantee or endanger others

8. If grantee’s services are no longer needed for any reasons such as loss of trust and confidence, as may be deemed proper by the granting authority./em/emem
